Windows 10 Windows explorer glitch

Every 60 seconds or so, I am seeing a flickering in File Manager, and it freezes momentaraly.
I suspect it is a video driver problem and am running the latest driver for my nVidia GTX 460

Is anyone else experiencing this ?

Does it happen in any other window you have open? Does it happen in an open browser? Does it happen while watching a video using a browser?

It happens in notepad
For instance, I type a couple of lines of text then drop the cursor below and the lines of text become invisible.
A refresh will re show them

Havent really noticed it when watching a video in YouTube
