At first I thought what I was witnessing was just something I was imagining but anytime any program in the middle of download gets put in the background the speed for that download just dive-bombs. Soon as I bring the application in question into the foreground the speed ramps up to where I expect it should be.
I've searched google without a whole lotta luck (maybe I'm using the wrong search terms?), anyone have any idea about what's going on here and/or how to fix it?
