In "Windows Explorer" it used to be that if you right clicked a folder you would get a drop down menu that would include many options including "NEW". That would let you make a subfolder for the folder that you clicked.
Recently, when you right click a folder the menu does not include "NEW"...
I installed and used today the recently introduced (with KB 2852386) new Disk Cleanup Utility.
After having performed the cleanup with multiple reboots I rechecked the size of the
C:\Windows\winsxs\
folder. The size shrinks from approx 12.5 GB to 11GB
