Windows 7 Administrator permissions Vista 32-bit

Hi, am having problems with loading drivers onto my computer. It's for a printer I had on a different computer using XP (HP Photosmart 1215). I've found that another type of printer driver is compatible (7200), and it's vista, but it won't let me download and install. Once downloaded I try to install it, the computer tells me I don't have enough permissions to do it. I can't understand why because I am the administrator on it.

Also, to add to the pain, it won't recognise and play movies from DVD cd rom. I'm having a few little problems with it, but have never used vista prior to a couple of weeks ago so am not sure whats going on. I just know it's not right, its knowing what to do about it is the problem.
 
A easy and quick solution would be to turn off the UAC. You can do this via the control panel and user accounts.
