Windows 8 Alt-E brings up 1" square magnifier -- how can I reset it?

Suddenly I can't use Alt-E combinations in any program (e.g. excel where I use it constantly in many common combinations like Alt-e-f, alt-e-s). Even as I post this, if I hit alt-e I get full-screen crosshairs that can be moved with my mouse, and just below and to the right of the crosshair intersection is a 1" box with a magnifier of the cross hair area; the box has a label Size (1366x766), RGB (251,254,254). Right clicking or hitting escape cancels it. I have no idea how this happened, but my web searches have not turned up any way to reset it back to normal. Very frustrating. It only happens on my Acer Aspire laptop -- no problem on my desktop. Suggestions?
 
I will check my 8.1 install later, but is there any chance you have sticky keys enabled in the Ease Of Access section?
