cannot change position background

Hello
No matter how many times I change the position of the desktop background photos in windows 7 and 10 to center or fit and save them, but it automatically returns to fill mode after 2 seconds??!!😔😔☹️

According to your helpful tips I created a new user account, there is no problem in changing the position of the background

But there is this problem with the previous account user ?
