Windows 10 Can't open start menu or action center?

Hi,
I have a strange issue when I left click on the start menu nothing happens either can I open the action center.
I can right click on everything and the search icon works in the taskbar etc. but I can't open start menu or action center.

I can't either open the start menu with the keyboard short cut.

How can I fix this?

Reboot don't fix the issue.

Edit:

I did fix the start menu issue with this:

1. Type and enter: Powershell
2. Type the following: Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

But I still can't open Action center.
