Windows 7 Icons Dont work and programs won't start

Started my daughters computer today and it boots up just fine, but when I double click on any of the icons, its just hangs for a few seconds and nothing happens. If I open the task manager, there is no sign of the program there either. I have tried in it safe mode also and same issues. Does anyone had this problem in the past and solved it without restoring the operating system?

Is it just one application, or do all applications have the same problem. Does it do it in safe mode (F8)?

So there is no way for you to get to your desktop then?

Do you have a win 7 dvd? and I am sure you dont have a backup from before the problem started.

If repair/clean install don't fix it, I would suggest running memtest for several hours.

IT will load to the desktop but one I get there none of the icons work.
