Windows 7 in explorer how to disable mouseover tooltip-like file/folder info?

in explorer when you mouseover a folder or folder, there is this irritant tooltip-like info about the file or folder. I never use this and it makes the userexperience rather circus-like.

How to disable those mouseovers?
