Windows 7 Size Matters. IE8

Hiya all, Could do with some help please. every time i open any web page
its not expanded. no matters how many times i Expand or drag it to expand.
after i close the page then reopen its gone smell again. I'm running .
is there a "tick" i need to put somewhere to keep pages
expanded.
Also can't find any way of reinstalling IE 8 or repairing it.
I'm not new to computers but this has got me pulling my hair out !
