Windows 7 Toolbars disappear after system reset

Hi, I am having a problem...

The custom toolbars on my task bar completely vanish after every soft and hard reset. I don't see anything I could have changed to cause this to happen, but I have disabled quite a few things in gpedit. Does anyone know what processes/settings are used to retain toolbar information, or why this might be happening?

Except last cold boot the toolbars didn't disappear.. This makes no sense.
