Windows 7 Why does muting sound in Live TV mute all Windows sound?

Why when watching Live TV in media center does muting the sound there mute all of Windows sounds? Would like to be able to mute TV sound, use close captions but still have windows sound function for other programs.

Live tv mutes everything because the sound controls on live tv actually control the windows 7 general sound its the same thing as the sound icon on the taskbar

open the sound panel on a right click to open volume mixer, often you get access to specific volumes controls for each app seperately... so you can mute what you like while leaving others active, thus bypassing the normal mute all or nothing approach.
