Windows 7 Windows 7 RC Applications open in minimized State

When I open an application from an Icon on the desktop, it invariably opens minimized. Where are the controls to choose to open in full screen. I did not have this problem with Windows 7 Beta. Any help or enlightenment will be appreciated. I'm using a clean install of Windows 7 6100 . Jef
