Windows 7 32bit Applications will not Launch on 64bit OS

Hi

Ok hope someone can figure out what is going on with my system, I have a very odd issue when i first boot my system I am unable to open any 32bit applications :( when observing task manager the process opens and closes imediatly with no error.
If i warm reboot the machine and log back they start to work.

Things i have tried so far
Ran Anti Virus software and spyware cleaners
Tested memory (Memtest86) Reported no errors
Ran dskchk /f /r This reported no errors
Created a new profile / Still the same issue

I'm really scratching my head on this one and hope someone can suggest some more tests I can do.
 
Does this happen if you start in Safe Mode? Do you show any errors or warnings in Event Manager?

Is this a new install, and update or fresh?

Yes it does happen in safe mode
No errors are generated in the event log
It's a factory oem install out of the box
 
If it is new, I would harass the OEM folks and let them try to fix it.

What Anti-virus are you running and have you tried turning it off?

You might open an administrative command prompt window and type sfc /scannow

Let it scan and see what it reports. If this is an OEM install, you might see some differences which can't be repaired and would probably be normal for that system.
