Windows 10 Cannot reposition desktop icons

I upgraded to Win 10 64 and had a few bumps but one I have not figured out is on Win 7 I could reposition my desktop icons wherever I wanted. After the upgrade I had the same desktop as I had on 7 where I could use all desktop icons as normal but found I can not move/reposition them. It seems not to be allowed.

Does anyone know how to reposition the desktop icons in the classic desktop in Win 10???
 
  • Right click empty spot on desktop
  • Click View
  • Uncheck Auto arrange icons
  • (OPTIONAL) uncheck Align icons to grid
 
Thanks for the try but didn't work. Nether option was checked. When I try to move icons I get a circle with a diagonal bar across it. Also when I click a blank spot there is no view, just "arrange by".
 
I fixed my issue with help from Microsoft. It was a program called "Fences" that was the problem and uninstalling it fixed the problem.
