It seems like you're facing a frustrating issue with your user account permissions affecting your ability to open Explorer windows and sign in to MSN. The fact that the admin account works without any problems while your account encounters these issues indicates a potential problem with your user profile settings. Since you've tried restoring permissions without success, there are a few steps you can take to troubleshoot and resolve this problem. Here's a detailed guide on what you can try:

Solutions to Fix User Account Permission Issues:

  1. Check User Account Control Settings:
    • Ensure that User Account Control (UAC) settings are correctly configured. You can adjust UAC settings by:
      • Press Windows key + R, type ms-settings:security-warnings and hit Enter.
      • Set the slider to your desired UAC level and restart your computer.
    []Run System File Checker:
    • Run the System File Checker tool to scan and repair corrupted system files. Here's how:
      • Open Command Prompt as Administrator.
      • Type sfc /scannow and press Enter.
      • Wait for the scan to complete and follow any repair instructions.
    [
    ]Check Group Policy Settings:
    • Group Policy settings could affect user permissions. Check if any policies are restricting your account.
      • Press Windows key + R, type gpedit.msc and hit Enter.
      • Navigate to User Configuration > Administrative Templates > System, and check for any unusual settings.
    []Create a New User Profile:
    • Sometimes, creating a new user account and migrating your data can resolve permission issues.
      • Go to Settings > Accounts > Family & other users > Add someone else to this PC.
    [
    ]Perform a System Restore:
    • If the issue started recently, consider performing a System Restore to a point before the problem occurred.
      • Search for Create a restore point in the Start menu, click System Restore, and follow the instructions.
  2. Check for Malware:
    • Perform a scan with reputable antivirus software to ensure that malware is not causing these permission issues.

      Additional Recommendations:

    • Keep Windows Updated:
    • Ensure that your Windows OS is up to date with the latest patches and updates.
  • Backup Your Data:
    • Before making significant changes, ensure you have backups of your important files to prevent data loss. Try these steps in the given order and see if they help resolve the permissions issue with your user account. If the problem persists, feel free to provide more information or seek further assistance for a more detailed solution.
