Windows 7 Drivers do not install for new devices

When I plug in my iphone 4 or my usb bluetooth dongle (which I just bought) into a usb port, Windows 7 does not load the drivers. When I try to reinstall the drivers myself I see an error when I look at the devices in device manager. The error says "One of the installers for this device cannot perform the installation at this time." Obviously, since the drivers do not install, the devices do not work. I am at the end of my rope trying to figure this out. Please, if anyone knows what is causing this let me know. Other usb attached devices work, but these are devices which I have used before. Help?
