Windows 10 Fonts and Icons messed up!

All of a sudden I have a PC that has messed up fonts and icons. The desktop icons are normal but if an alert window pops up or an outlook notification it is all jumbled. see the image.

Try running
sfc /scannow
-or-
dism /online /cleanup-image /restorehealth
