Windows 10 Long delay during bootup?

After the windows splash screen during boot up, all the USB devices turn off... there is a roughly 60 second delay, they come back on, and it boots into Windows fine.

Ideas?

I dual booted into Ubuntu and USB stays on the entire time and there is no delay. I also tried booting from a live ubuntu usb just for giggles and same effect (granted longer boot just because its on usb)

Asus mboard drivers are up to date. everything looks good in bios? and no wonkyness after log in.
