there is no text size slider in my w10pro Settings > System > Display.

How to chancw font size on desktop & else where?

Solution
If you're on build 1709 it's a drop down menu or if you don't one of the presets click custom and enter a value in between the range listed.

Write in search bar font and one of given shortcuts will lead you to the right place.

Or right click on the desktop and go to display settings and the scaling bar is in there.

Here's a screenshot on what to look for when right clicking on the desktop:
An image from 'No text size sliderslider'. Windows desktop showing Display settings with scaling set to 100% and resolution 1920x1080.
