Windows 7 Programs sometimes don't open?

I have a rather odd recurring problem with Windows 7 (I have the 64-bit version of Home Premium). Sometimes when I click a program icon down on the taskbar the icon will highlight for a moment and then go back to normal. The program will either not open at all or it will open about several minutes later.

I have ZoneAlarm Pro, but all of my programs have been allowed by ZoneAlarm, so I know it isn't that. I have scanned thoroughly for viruses and malware and have found nothing. All my other components (RAM, HDs, etc.) are operating efficiently.

I was just wondering if anyone else was having this weird issue and if so has anyone figured out what causes it?

1. Is your 7 clean installed or upgraded?
2. Do you see the same behavior with Zonealarm completely off?
What other security software are you using, can it be conflicting with Zonealarm?
3. Does it happen at the times of your hard disk being busy with a task?
4. Any hardware issues like bad memory or bad disk sectors?

(cmd -> chkdsk /r)

5. Are all your device drivers and software up-to-date? BIOS version?

--- It's a full upgrade version.


2. Do you see the same behavior with Zonealarm completely off?
What other security software are you using, can it be conflicting with Zonealarm?

--- Off or on, doesn't matter. I have no other security software.

--- It happens all the time so I'm not sure.

--- Like I said all my components are working efficiently.

--- Yes.
