Windows 7 Unable to acces certain control panels from my admin user account

I am not sure when this issue occurred, but I noticed it today


Problem:
I am unable to acces certain CP from the admin account. These CP include "advanced system settings" and "remote setings". When clicked, nothing happens. So far all the unresponsive CP I have identified are "admin CP" (they have the little multicolored circle next to them) Odly, I AM able to acces SOME admin CP, ie. "device manager".
I have tried creating a new admin user from which all the CP works fine.
I have scanned for virus with AVIR to no avail.
I have scanned registry etc with Tuneup utilities, also to no avail.
Recently I seem to have lost a few fonts, like Times new Roman (missing from all users), no idea if the 2 issues are related.
Problems remains on safeboot.

Could this have to do with permissions? I have recently changed the UAC levels back and forth. (EDIT: just tried all four UAC settings. On the highset security level, UAC prompts me when I press the unresponsive CP, after I press ok, nothing happens. On the 3 lower levels nothing happens whatsoever...)
Just tried copying my user to a new user but gave it up as a reinstall seems more sensible.. gonna keep trying for a few more days though as I'd like to know what the cause of the issue is..


I am running win 7ultimate - 64 - slightly tweaked services and such, but nothing that I can immaginbe to cause this issue.

Upgraded to authentic windows yesterday, could this be the cause?

You could try logging in as Administrator and see how that goes.

How to Enable the Administrator Account

Open the command prompt with elevated privileges by clicking the Start orb, All Programs, Accessories, right-click Command Prompt and then select Run as administrator.

Type

net user administrator /active:yes

and then press Enter.

When you are done undue the process by doing the same thing and pasting in ….

net user administrator /active:no


There is also an app named Take Ownership that will resolve some of these issues.

As expected, the CP works from the "hidden admin" account as it also works on any other account other than the one where I need it :)
Already took ownership of my systemdrive to no avail
Also cleaned 239 errors with registrybooster with no effect on the issue at hand.. :(

In relations to the fonts.

If you have access to another computer running Windows 7, just copy the fonts folder to a DVD and you will be able to reinstall any fonts that are missing on your computer from it.

MBAM found this reg key which turned out to be the problem:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer\NoPropertiesMyComputer
