You might want to start by running a System File Check. Open an Administrative command prompt window and type SFC /scannow.

Let us know what the results were.

Also check the Event Viewer to see if any messages show up at the time you attempt to open the panel.

Have you noticed anything else strange happening or having problems in other areas?

SFC /scannow is checking now but nothing is happening yet, will wait.

    What, where is Event Viewer

Event Viewer is the utility to view system logs. Use the Winkey+X menu and open it from that.

Check for Errors or Warnings to see if anything might be related to your problem. Checking the time may help narrow down possibilities.

The Scan says No Integrity Violations.

OK, the next step is to use DISM to see if it might find some problem. So open the administrative command prompt again and type the following:

    Dism /online /Cleanup-Image /RestoreHealth

Because of your other thread, there may be a possibility of install media corruption. You may end up needing to reinstall using verified media, or you may find whatever is causing your situation, hard to say.

You might check this thread and see if it might apply. If the problem is being caused by some registry entry, it may be hard to find.
