Windows 10 Windows 10 Start Button Dead

I have read lots of people are having this problem, have tried everything I've found, nothing fixes this issue for me. I did the free upgrade from Windows 7 Pro to Windows 10 Pro. As with many other people, the start button, Cortana, Edge, store, calculator - doesn't work and has not worked at all since upgrade to Windows 10. I have tried the following:

Created new user accounts, did not help

Ran Powershell to run the command found on this forum: Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

None of these solutions helped.

Next I downloaded an ISO, burned to DVD and reinstalled Windows 10, still did not fix a thing.

Any suggestions?
 
Yes I am signing with Microsoft Account, Yes I checked compatibility. I have installed Windows 10 on two other PC's with no problem, but this one is a beast. I've had a Microsoft Tech remote in and work on this PC for 3 hours today, he gave up and told me to do a clean install. This is my last option since I will lose all installed programs. I can log in in Safe Mode and the Start Menu works fine.

McAfee AT&T Internet Security Suite - installation July 26, 2011
 
If it works fine in safe mode then either an application or driver is at fault.

Have you tried disabling McAfee?

Also when you upgraded was the anti-virus disabled?
 
Evidently McAfee was the problem all along. I disabled McAfee and everything started working. What is strange, is that I then enabled McAfee - but everything is still working. I rebooted, and even with McAfee running as usual, everything works. I don't understand why cycling McAfee off and back on, made everything work. It has been a month since I first installed Windows 10 and it hasn't worked a single time, until now.
