Open an elevated command prompt. Type the following then press enter:
sfc /scannow
When done, download and install Malwarebytes. Run it and update the definitions in it. Let it scan and remove all it finds.
Then delete all your restore points.

Also, it's always worth starting in safe mode (though I think you already have here?) and running Malware Bytes Anti-Malware.
