When I used XP I could send files by dcc in mirc with no problems. In Windows 7 the transfer disconnects after 10-20 seconds every time. Installed a FTP server but the same thing happens there.

I use Win 7 Professionnal for 2 weeks and i could not connect to a FTP server.
From another OS everything works fine, but on my Win 7 the port 21 looks like closed.
Windows Defender & Firewall are turned off.
