I'm guessing this is a laptop with on-board video from the resolution shown in you image?
If you can boot your computer in safe mode then I'd start by going to the manufacturer and downloading the latest drivers for it, and installing them while in safe mode.
It would help to know the stats for your computer.
Unfortunately booting Windows 10 into safe mode on a computer that won't boot is a lot harder then it used to be in Windows 7.

Scroll down until you get to the part about when your computer won't boot.
If it's pretty old then there's a chance that Windows 10 doesn't have drivers for it.
