Windows 10 How to force Win10 to update from 1803 to 1903?

I have got a new notebook with a pre-installed Win10 Home v1803.

This Win10 version updates itself automatically every week.. But I don't want this: I want to decide when I want to update Win10.
As far as I read this is only possible from Win10 v1903 onwards.

So I decide a one-time update to Win1903 and clicked on the update dialog "Update".

Much to my surprise Win10 tell me "Windows is already up to date".

Why does Win10 not recognize the much newer version Win10 v1903 and installs it?
It should at least install Win10 v1809.

How can I force Win10 otherwise to update to Win10 v1903?

I have not defined a MS account. Is this required?

It might simply be that the 1903 upgrade hasn't rolled out in your area yet but in any case follow Rich's excellent advice above.
 
It is rolled out here! Other computers nearby already got it.

Is there really no other way than installing with Media Creation tool?

When I click on "Check for updates" button in "Windows Updates" dialog I got the answer:

"You're up to date"

Hmm, I expected at least Win10 release v1809.

Is there a log file where I can read which MS servers are contacted?

Ya if you have some jumping skills... and time, as there are many hoops to jump thru and you will always end back where you started 6 times then find the working link on Tom's Hardware that FINALLY works LOL...
