1. I have a page that I made with links to the places I go to on a daily basis and I use it as my homepage.
I would like to find out how to create a clickable link on that page for a specific Google search?

Example:

bacteria filetype: pdf site:gov (had to put a space before pdf. Forum software placed a smiley face there instead)

This way I can click on it and just have to change the search subject.

2. Is there a way to install the older Outlook Express or the Vista Windows Mail
In Windows 7 Home Premium.

I can't make sense of your post, up till you asked about Windows Mail, in Win-7.

IT's there, but disabled, by the MSOE.dll file.
Put in that file from Vista, where WinMail actually works to replace the one in Win-7, and you're good to go.
I've done it for a bunch of my customers who used to use O.E.6 on their old XP machines.

That entire process was outlined in detail in another thread and on several other forums.
