Windows 7 Windows making weird afterimages on my screen

It begins when I right click something (usually in explorer, desktop, or taskbar.) When I right click, it begins to appear. You know how it fades into focus? Just that. It stops in half-fade until I hover over it, then it comes into full focus.

After this, when I click on a command in this window, it freezes that command in space until I Force Log Out or change the display settings.

Any way to fix this for good?

Suggestions only :

1. If this problem is recent, and if you remember a "good" date when you did NOT have this problem, then do a system restore.
Pick the good date as your restore point.

2. If system restore does not bring it back to normal, so some "troubleshootings ".....
a.) Run a full virus scan to make sure your computer is clean. I recommend that you use Malwarebytes to do the work. It is the best for such a job.

If it catches anything, get rid of the virus and see if your computer is ok now.

b.) Run a system file check to look for corrupt files. It will try to do repair if any corrupt files are found.

When file check is finished, it will give you a summarized report of one of the followings:
(paraphrasing)
No integrity violation found.
Found corrupt files and repair successfully.
Found corrupt files but unable to repair.
If it has done the repair successfully, see if your problem is gone.

Doesn't sound very dangerous. It could be your transparency settings. You might find help here: http://www.howtogeek.com/howto/7955/ or the counterpart

Or then you could check you video card settings. If you, by any chance, have an extra Start Menu, like I have Start Menu X, look into that too.

But like David says, a restore point is a good option. In that case, take a look at what programs will be affected and then, avoid to reinstall any of them.
