startup issue

I've tried to install ATI RadeonHD 4250 video card driver but whenever i I go to restart my computer it always ends up on the windows desktop with no icons, start menu and blue bar at the bottom etc..., and when I press Ctrl+Alt+Del it goes to a black screen. I hope you can help me,Thanks.
