I think we covered here everything except for try another card.

I think he wants us to export the registry key HKEY_CURRENT_USER/AppEvents so he can merge it into his registry. That is the registry component that makes windows sound events work.
Delete that registry key and double click on the .reg file that I am about to attach. It will merge it back into the registry.
He may have used a registry cleaner that inadvertently deleted some of those registry keys as per normal with registry cleaners.
Edit:
Export the key from your registry first to a file so you have backup in case something goes wrong.
