I just did a fresh install of windows, all I installed was the network driver, graphics driver, and Microsoft security essentials. The windows update wasn't finding any updates for some reason. After I restarted my computer the only thing that shows is my background. There's no icons, explorer, or cursor. When I hit ctrl alt delete I get a black screen. Everything works in safe mode though. Any ideas on how to fix this?

try opening Device manager, if you can, and see if anything is amiss. You could be missing drivers or similar.
Please post your system specification.
The way Windows 7 and 8.1 receives updates has changed. You will still get the odd security update until 2020-3 but for general updates you need to go get them yourself.
